Allowance scheme for renters with shared energy connections announced
Do you get your gas, electricity or heating via a shared connection?

This set-up does not qualify for the government price cap. However, they have now announced an allowance scheme (regeling tegemoetkoming blokaansluiting) for those with shared connections. This means you will also receive money to offset the high energy prices, but in a different way.

This morning, Rob Jetten (Minister for Climate and Energy) sent a letter out about the allowances renters with shared energy connections will receive. We are pleased that the situation is now a bit clearer, and our tenants will get help with their energy bills. Unfortunately, we don’t yet know the full details, which means we cannot yet say how much you will get, when you’ll get it, and how we’ll handle it. However, we do know that the amount you qualify for will depend on your individual situation. See the guide below to find out what applies to you. Check this overview to find out whether the building you live in has a shared connection.

FAQs

We expect you have all kinds of questions about the shared connection allowance scheme, so have provided some answers below. You can also read more about what’s being made available via the scheme on the Kences website.

This depends on your situation. We’ve described the different scenarios below. Later this week, we’ll post a list of all our buildings showing how each one is connected to the energy grid.

I have a shared connection for gas/heat and electricity
The government price cap does not apply to you. Instead, you’ll receive an allowance via the temporary shared connection scheme. This will be paid to you through us. However, we don’t yet know how much you’ll get, when you’ll receive it or exactly how we’ll handle the payment.

I have my own connection for gas/heat and electricity
You are covered by the government price cap and will receive your allowance through your energy supplier. You also qualify for 2x payments of €190 to offset the high prices in November and December 2022. This also comes directly from your energy supplier, and you may have already received it.

I have a shared connection for gas/heat, but my own connection for electricity

  • The government price cap only applies for your electricity. You will receive your allowance for this through your energy supplier. You also qualify for 2x payments of €190 to offset the high prices in November and December 2022. This also comes directly from your energy supplier, and you may have already received it.
  • The government price cap does not apply for your gas/heat. Instead, you’ll receive an allowance via the temporary shared connection scheme. This will be paid to you through us. However, we don’t yet know how much you’ll get, when you’ll receive it or exactly how we’ll handle the payment.

The allowance you missed for electricity in November and December 2022 will be included in your payment via the shared connection scheme. If you are renting a room (rather than an entire apartment), you will also receive an allowance, but the amount is not yet known.

We don’t yet know this, because we do not yet know much money will be available for each tenant. Once we have all the necessary information, we will calculate this and contact you.

The allowance will cover the period from 1 January 2023 to 31 December 2023. Once we are in possession of all the necessary details, we will be able to figure out how and when we will pass the payments on to our tenants. We will contact you as soon as we know this.

There may be a minimum requirement for the number of units that share a connection. We do not yet know this.

The advance you pay to us every month is based on an estimate of your energy consumption. Before 1 July each year, we send you the final statement for your service costs over the previous calendar year. This shows how much you actually used, together with whether you have to pay extra to make up the balance or will get money back. If appropriate, we then adjust your advance payments for the year ahead.

Due to the recent and current high energy prices, we already know that your advance payments covering 1 January onwards are almost certainly too low, so you will probably have to make an extra payment to balance your bill for the first half of 2023. It is then expected that we will need to increase your advance payment from July.

If you move to another home, you will receive an allowance for the part of 2023 you spent living in accommodation with a shared connection.
