Campus contract compliance checks

What is a campus contract?

A campus contract is a type of tenancy agreement for housing that is exclusively intended for students. Under the terms of a campus contract, you can only live in the accommodation if you are a student who is currently in active study. The agreement terminates once you are no longer studying.

How is compliance with campus contracts enforced?

By signing a campus contract, you give us permission to check that you are actually (still) studying. You can prove this by providing your MBO, HBO or WO study programme enrolment certificate for the academic year 2023-2024.

How can I prove I am studying?

If you have a campus contract, we email you every year asking you to send us your certificate of enrolment for the current academic year. This is accepted as proof you are studying.

  • Students at EUR and EMC Send us a PDF of your proof of enrolment (Bewijs van Inschrijving). You can download this from your account in the university’s portal.
  • Students at Hogeschool Rotterdam (HR) Send us a PDF of your proof of enrolment (Bewijs van Inschrijving). You can download this from your account in the university’s portal.
  • Students at other establishments Send us a document with screengrabs taken from your Studielink profile. These must include your name, the fact you are studying and the academic year.

    I have a campus contract but am no longer studying. What do I need to do?

    Notify us, by 21 December 2023, via the Stadswonen Portal that you wish to terminate your rental agreement, with 31 July 2024 as the latest termination date. You can set an earlier date if you are able to move out sooner.

    If you don't yet know where you will move to, you can enter your current address in this field for now. But be sure to update it one month before your agreement ends with an address for us to send any relevant correspondence to after you leave.

    I have not received any communication about campus contract compliance checks. Do I need to do anything?

    Yes. In September 2023, we sent every tenant with a campus contract a message about compliance checks. If you have a campus contract but did not receive this message, please contact us via campuscontract@stadswonenrotterdam.nl, with “Campus contract compliance check” as the subject. Be sure to include your name and address in your message to us.

    I have been contacted about a campus contract compliance check, but other students I know haven’t. Why?

    Every year, we contact every tenant with a campus contract asking for proof of course enrolment. It may be that your fellow student doesn’t have a campus contract.

    Which courses make students eligible for campus contracts?

    Enrolment on any course given by Dutch MBO, HBO and WO institutions provides eligibility for a campus contract.

    Important: if you are following a remote learning course (such as one which can be done from home), it must be a NVAO*-accredited programme that leads to a recognised diploma and is included in the Central Register of Higher Education (CROHO). Stadswonen Rotterdam requires proof of this. Short-term courses and training programmes do not count.

    *NVAO is a body set up by the Dutch and Flemish governments that assesses the quality of higher education. An up-to-date record of all recognised training institutions is maintained in the CROHO. The requirement for being listed in the CROHO means exclusion of some courses given by remote-learning institutes, in particular the many courses and training programmes which conclude with only partial certification, but no accredited diploma.

    I am only studying part-time. Where do I stand?

    If you’re already renting from us, that’s fine if your course is only part-time. Send us your enrolment certificate for the current academic year.

    The institution I’m studying with is not in Rotterdam. Where do I stand?

    If you’re already renting from us, it’s no problem if your study takes place outside of Rotterdam. Send us your enrolment certificate for the current academic year.

    I’m a PhD research assistant. Where do I stand?

    PhD research assistants who are already renting from us are welcome to stay, no problem. Send us your letter of appointment.

    I’m a PhD student. Where do I stand?

    PhD students who are already renting from us are welcome to stay, no problem. Send us a statement from your educational institution which confirms you are working towards a PhD.

    I’m waiting for an internship and don’t have any current enrolment documents. Where do I stand?

    Let us know that you are awaiting internship placement by emailing campuscontract@stadswonenrotterdam.nl, with “Campus contract compliance check” as the subject. Be sure to include your name and address in your message to us.

    If your internship is due to begin during the current academic year, don’t worry, we’ll sort this out. You’ll need to sign a letter terminating your rental agreement, but this request will be cancelled as soon as you provide documentation confirming your internship. Make sure we receive this documentation at least one month before your rental agreement is due to expire.

    If your internship is due to begin during the next academic year, it’s possible to set a later date for terminating your rental agreement. You’ll need a statement from your student dean confirming when your internship is due to start.

    I’m taking a temporary break from studying. Where do I stand?

    If you’re planning to resume your studies at the start of the 2024-2025 academic year, then there’s nothing to worry about. You need to notify us, by 14 December 2023, via the Stadswonen Portal, that you wish to terminate your rental agreement, with 31 July 2024 as the latest termination date. This request to terminate will be cancelled as soon as you provide us with your new proof of study. Make sure we receive your enrolment certificate at least one month before the termination date.

    Are you planning to return to studying later than September 2024? In exceptional cases, it may be possible to set a later date for terminating your rental agreement. If you want to explore this possibility, email us at campuscontract@stadswonenrotterdam.nl explaining why you aren’t currently studying. Use “Campus contract compliance check” as the subject and be sure to include your name and address in your message.

    I’m taking a temporary break from studying due to medical reasons. Where do I stand?

    Email us at campuscontract@stadswonenrotterdam.nl explaining that you are taking a break from studying due to medical reasons. Use “Campus contract compliance check” as the subject and be sure to include your name and address in your message. You’ll also need to provide a note from your student dean explaining why you have suspended your studies and when you expect to resume.

    I’m sharing a 2-person apartment and the contract is in both our names. I am no longer studying, but my partner still is. Where do we stand?

    Don’t worry, you can both remain living together in a student apartment as long as one of you is still studying. Inform us that you have finished studying, but your partner is still studying, and send us your partner’s enrolment certificate.

    I’m no longer studying, so will terminate my rental agreement via the Stadswonen Portal. However, I don’t yet know where I will move to, so what address should I give for that?

    Enter your current address. Then contact us one month before your rental agreement ends with your new address.

    I’m no longer studying and have received a “Rental agreement termination” form from you. What date should I enter for ending the tenancy?

    Enter the final deadline of 31 July 2024.

    I’m no longer studying and have already terminated the rental agreement. Can I change the end date to make it sooner?

    You can bring the agreement’s end date forward by sending an email to campuscontract@stadswonenrotterdam.nl. Take into account that you still have to give one month’s notice.

    Can you help me find another place to live after I’ve finished studying?

    If you are aged between 23 and 27, and in paid work, you may be able to move into one of our apartments.

    What is the schedule for carrying out campus contract checks and enforcing compliance?

    • Approved submissions: tenants are contacted to confirm approval and no further action is required during the 2023-24 academic year.
    • Rejected submissions / no submission received and rental agreement not yet terminated: tenants are informed of this status and sent notice that their tenancy agreement will be terminated in 6 months. Tenants must sign and return this notice within 1 month.

    I’m no longer studying and therefore have to move out under the terms of the campus contract. This is going to cause me big problems. Is there anything you can do?

    If you are no longer studying and the requirement to vacate your accommodation will cause you excessive hardship, in exceptional circumstances we may be able to (temporarily) waive the terms of the campus contract. This applies on a case-by-case basis where eviction will directly result in unreasonable hardship which could not have been foreseen. If you find yourself in this situation, please contact us via campuscontract@stadswonenrotterdam.nl, with “Hardship-based appeal against campus contract enforcement” as the subject. Be sure to include your name and address in the message.

    Can the Emergency Extension to Temporary Leases Act be applied to my campus contract?

    No, campus contracts are not covered by this act.
